Bystanders often freeze because they’re unsure, not because they don’t care. Normalize that uncertainty. Teach that there are multiple ways to help, including checking in with the person targeted later, telling an adult, or interrupting gently.
Emphasize that safety comes first. Even small actions can reduce harm and matter more than doing nothing perfectly.
